به گزارش حقوق بشر در ایران، روز شنبه ۵ اسفند ماه ۱۴۰۲، فرهاد شاکری، متولد: ۱۳۵۷، اهل و ساکن شهرستان گنبد کاووس از توابع استان گلستان، شهروند اهل سنت و زندانی عقیدتی محبوس در بند شش زندان وکیل آباد مشهد و محکوم اعدام، از حق درمان، هرگونه رسیدگی پزشکی و سایر حقوق شهروندی خود محروم و از مرداد ماه ۱۴۰۲، تا به امروز در پی اعتصاب غذاهای مستمر در وضعیت نامناسب جسمانی قرار گرفته است. فرهاد شاکری از بهمن ماه ۱۳۹۴ در بازداشت موقت بسر می برد و پرونده او در روندی به شدت ناعادلانه و بدون در نظر اصول مندرج در اسناد بین المللی حقوق بشر و مفاد قانون آئین دادرسی کیفری بررسی شده است.
یک فرد نزدیک به خانواده این زندانی عقیدتی در گفتگو با گزارشگر حقوق بشر در ایران تشریح کرد:”فرهاد شاکری، تا پیش از بازداشت هیچگونه بیماری نداشت، پس از بازداشت در بهمن ماه ۱۳۹۴ با توجه به فشارهای روحی، روانی، شکنجه و محرومیت از حق تماس با خانواده به مدت۱۱ ماه و عدم ارائه خدمات درمانی با کیفیت در زندان، وضعیت آلودگی محیط و بهداری زندان وکیل آباد مشهد به بیماریهای ناراحتی قلبی، ضعف بینایی، بی حسی و پوست کن پاها، مبتلا و از حق اعزام به مرکز درمانی تخصصی در پی مخالفت دادستان و اداره اطلاعات مشهد، محروم است. با توجه به اینکه از مرداد ماه ۱۴۰۲، چندین مرحله بصور مقطعی اعتصاب غذا کرده و به شدت در وضعیت نامناسب جسمانی قرار گرفته با وعده پیگیری مطالباتش از سوی مسئولان زندان وکیل آباد مشهد از ۳ روز قبل بطور مشروط به اعتصاب غذای خود پایان داد و تاکید کرده در صورت عدم تحقق وعده های داده شده از ۳۰ روز دیگر مجددا اعتصاب غذا خواهد کرد.”
این فرد مطلع در ادامه افزود:”در زمانی که پرونده فرهاد شاکری، برای محاکمه به دادگاه ارجاع شده بود در پی اعلام نقض در تحقیقات قضایی و امنیتی توسط قاضی شعبه ۴ دادگاه انقلاب مشهد به شعبه بازپرسی در دادسرای مشهد عدت داده شد و همین مساله منجر به این شده که پرونده فرهاد شاکری و ۵ متهم دیگر این پرونده از سال ۱۳۹۴ در روندی فرسایشی و به شدت ناعادلانه مورد بررسی قرار بگیرد و حتی همه متهمان این پرونده از حق دسترسی به وکیل و سایر حقوق دفاعی خود در یک فرآیند دادرسی بر طبق آنچه که در ماده ۵ آئین دادرسی کیفری به آن اشاره شده محروم شدند.”
لازم به اشاره است، فرهاد شاکری، در تاریخ ۶ بهمن ماه ۱۳۹۴، توسط نیروهای امنیتی، دستگیر و پس از انتقال به بازداشتگاه اداره کل اطلاعات استان خراسان رضوی و طی مراحل بازجویی ها و تفهیم اتهام، در حالی که حدود ۱۱ ماه از حق هرگونه تماس تلفنی، ملاقات و دسترسی به وکیل و سایر حقوق اولیه یک خود در یک فرآیند دادرسی محروم شده بود و به شدت انواع شکنجه ها از قبیل سر ته آویزان کردن برای مدت طولانی ، زدن اسپری فلفل در مقعد و ضرب و شتم شدید در مرحله بازجویی قرار گرفته بود توسط بازپرس دادسرای عمومی و انقلاب مشهد، تفهیم اتهام و به زندان وکیل آباد شهر مشهد منتقل شد.
با آغاز مراحل دادرسی، فرهاد شاکری، توسط قاضی محمود داودآبادی ـ رئیس وقت شعبه اول دادگاه انقلاب مشهد، محاکمه و از بابت اتهامات محاربه از طریق عضویت و همکاری در گروه سلفی انصارالفرقان و جبهه همبستگی ملی اهل سنت ایران به اعدام محکوم شد.
به گزارش حقوق بشر در ایران، سحرگاه سه شنبه ۱۹ فروردین ماه ۱۴۰۴، این زندانی سیاسی ـ عقیدتی، محبوس در اتاق ۴ بند ۶ سالن ۱ زندان وکیل آباد مرکزی مشهد، اعدام شد.
به نقل از یک فرد مطلع در گفتگو با گزارشگر حقوق بشر در ایران:”خانواده این زندانی، موفق به دریافت جسد وی نشدند و تداوم این شرایط منجر به نگرانی آنها از عدم تحویل جسد و حتی عدم اطلاع از مکان دفنش شده است
On Saturday, February 24, 2024, Farhad Shakari, born in 1978, a Sunni citizen from and residing in the city of Gonbad-e Kavus in Golestan Province, an ideological prisoner held in Ward 6 of Vakilabad Prison in Mashhad and sentenced to death, has been deprived of medical treatment, any medical care, and other civil rights. Since August 2023, due to continuous hunger strikes, he has been in poor physical condition. Farhad Shakari has been in temporary detention since February 2016, and his case has been reviewed in a highly unfair process without considering the principles outlined in international human rights documents and the provisions of the Criminal Procedure Code.
A person close to the family of this ideological prisoner explained to the Human Rights Reporter in Iran: "Before his arrest, Farhad Shakari had no illnesses. After his arrest in February 2016, due to mental and psychological pressures, torture, and being deprived of the right to contact his family for 11 months, and the lack of quality medical services in prison, the environmental pollution and the infirmary of Vakilabad Prison in Mashhad, he has developed heart problems, vision weakness, numbness, and peeling skin on his feet, and is deprived of the right to be transferred to a specialized medical center due to opposition from the prosecutor and the Mashhad Intelligence Department. Since August 2023, he has gone on several intermittent hunger strikes and has been in extremely poor physical condition. He ended his hunger strike conditionally three days ago with the promise of his demands being pursued by the authorities of Vakilabad Prison in Mashhad and emphasized that if the promises are not fulfilled, he will resume his hunger strike in 30 days."
The informed individual further added: "When Farhad Shakari's case was referred to the court for trial, due to the announcement of deficiencies in judicial and security investigations by the judge of Branch 4 of the Revolutionary Court in Mashhad, it was returned to the investigation branch in the Mashhad Prosecutor's Office. This issue has led to Farhad Shakari's case and that of 5 other defendants being reviewed in a protracted and highly unfair process since 2016, and even all defendants in this case have been deprived of the right to access a lawyer and other defense rights in a judicial process according to what is mentioned in Article 5 of the Criminal Procedure Code."
It should be noted that Farhad Shakari was arrested on January 26, 2016, by security forces, and after being transferred to the detention center of the General Intelligence Office of Khorasan Razavi Province and undergoing interrogation and indictment, he was deprived of the right to any phone contact, visits, and access to a lawyer and other basic rights in a judicial process for about 11 months. He was subjected to severe torture, such as being hung upside down for a long time, pepper spray in his rectum, and severe beatings during the interrogation phase, and was indicted by the investigator of the Public and Revolutionary Prosecutor's Office in Mashhad and transferred to Vakilabad Prison in Mashhad.
During the trial, Farhad Shakari was tried by Judge Mahmoud Davoudabadi, the then-head of Branch 1 of the Revolutionary Court in Mashhad, and sentenced to death on charges of "Moharebeh" (waging war against God) through membership and cooperation with the Salafi group Ansar al-Furqan and the National Solidarity Front of Iranian Sunnis.
According to the Human Rights Report in Iran, at dawn on Tuesday, April 9, 2025, this political-ideological prisoner, held in Room 4, Ward 6, Hall 1 of the central Vakilabad Prison in Mashhad, was executed.
According to an informed individual speaking to the Human Rights Reporter in Iran: "The family of this prisoner was not able to receive his body, and the continuation of this situation has led to their concern about not being handed over the body and even not being informed of his burial location."
