۲۶ آبان ۱۴۰۱، مصطفی شعبانی اهل بوکان که دارای معلولیت ذهنی و جسمی بوده است، در جریان اعتراضات مردمی این شهر در نزدیکی منزل خود و به دنبال شلیک گسترده نیروهای سرکوبگر-حکومتی از ناحبه سینه هدف شلیک گلوله جنگی قرار می گیرد و به شدت زخمی می شود. آقای شعبانی بعد از انتقال به بیمارستان «قلی پور» جان خود را از دست می دهد.
