Nasrin Akhlaghi was introduced to authorities by her father, who was a supporter of the Islamic Republic. According to a fellow inmate, Nasrin mentioned after a family visit that her father did not anticipate she would receive a death sentence. Instead, he believed his actions would lead to her guidance and salvation. She was arrested in the summer of 1981 and executed in October 1982. Nasrin was a student and a supporter of the Peykar Organisation.
Ayatollah Khomeini, the leader of the Islamic Republic, had declared that it was the duty of the people to spy on their neighbours and relatives. In a speech on 2 July 1981, he stated that the nation's responsibility was to identify and report saboteurs to committees and courts. He urged everyone to act as part of an intelligence organisation, emphasising the obligation to find and report these individuals so that law enforcement and military forces could apprehend and bring them to trial.

نسترن اخلاقی را پدرش که از طرفداران جمهوری اسلامی بود به مأموران معرفی کرد. به نقل از یکی هم بندانش، نسترن بعد از ملاقات با خانواده گفت که پدرش فکر نکرده بوده که دخترش حکم اعدام بگیرد، بلکه فکر می کرده با این کار باعث «ارشاد» و نجات دخترش می شود. او در تابستان ۶۰ دستگیر و در مهر ۶۱ اعدام شد. دانشجو و هوادار سازمان پیکار بود.
آیت الله خمینی، رهبر جمهوری اسلامی، جاسوسی در میان همسایه و قوم و خویش را وظیفه مردم اعلام کرده بود. او در یک سخنرانی در ۱۱ تیر ۱۳۶۰ گفت: «تکلیف ملت این است که تمامشان توجه کنند که این خرابکارها را شناسائی کنند و معرفی کنند به کمیته ها و دادگاه ها و هرجا نزدیکشان است... باید همه شما سازمان اطلاعات باشید، از اجزای سازمان اطلاعات باشید. همه ما مکلفیم اگر از این خرابکارها کسی را یافتیم - و باید دنبال این باشیم که بیابیم اینها را – معرفی کنیم تا قوای انتظامی و نظامی بگیرند و تحویل دادگاه ها بدهند و محاکمه بشوند.»
