فرزین مقصودلو از فرزندان یکی از متمولین گرگان و وابستگان به حکومت پهلوی بود وی در دولت دوم اکبر هاشمی رفسنجانی با نامه نگاری با دولت وقت و موافقت ضمنی در سفارت جمهوری اسلامی در لندن به ایران بازمی گردد و علیرغم داشتن نامه موافقت عطالله مهاجرانی معاون پارلمانی دولت وقت در همان بدو ورود به فرودگاه بازداشت می شود.
وی باگذشت یک هفته آزاد می شود،پس از آزادی چند مقام دولتی از او می خواهند ایران را ترک کند اما مقاومت وی بر سر باز پس گیری اموال پدری اش باعث به وجود آمدن جنگ قدرتی بین نهادهای امنیتی و چند روحانی صاحب نفوذ در گرگان از جمله کاظم نورمفیدی می شود.
نیروهای امنیتی به فرزین مقصودلو در قبال همکاری اطلاعاتی و جاسوسی برای آنها وعده بازپس دهی اموالش را می دهند و کاظم نورمفیدی نیز به وی پیشنهاداتی می دهد که با قبول آنها وی املاکش را می تواند بازپس یابد.
فرزین وقتی وضعیت را اینگونه می بیند با ناامیدی قصد خروج از کشور داشته که مجددا در فرودگاه مهرآباد بازداشت و این بار یکماه در خانه امنی در شمال تهران نگهداری می شود وپس از آن آزاد می شود و به وی ۴۸ ساعت فرصت می دهند ایران را ترک کند،او اما بجای ترک ایران به گرگان می رود و در بدو ورود همان شب (اول آبان ۱۳۷۵) در منزل مادر بزرگش در خیابان بهمن محله گرگانپارس به همراه خواهرزاده اش شبنم حسینی که اتفاقی آن شب همراه وی بوده است به قتل می رسد.
فرزین مقصودلو در زمان قتل ۴۸ سال و خواهرزاده اش ۲۱ سال سن داشت.
فرزین مقصودلو در راه تهران به گرگان شرح آنچه را بر وی رفته است را در نوار کاستی ضبط کرده که شب قتل به همراه چند مدرک دیگر توسط نیروهای امنیتی ضبط می شود.
ناصر زرافشان وکیل خانواده های کشته شدگان اظهار داشته بخشهایی از این نوار که به اقدامات مصطفی کاظمی در ایام نگهداری وی در خانه امن مربوط است در دادگاه پخش شده که وی آن را «شرم آور،غیرانسانی و تکان دهنده» خوانده است.
روزنامه همشهری نیز در شماره ۲۳ بهمن ۱۳۷۸ با شرحی از ماجرای قتل این دو زن ، قتل آنها را به باند سعید امامی و قتلهای زنجیره ای مرتبط دانست.

Farzin Maqsoudlou, a descendant of a wealthy family from Gorgan and associated with the Pahlavi regime, returned to Iran during the second government of Akbar Hashemi Rafsanjani. Despite having a letter of approval from Attaollah Mohajerani, the then parliamentary deputy, he was arrested upon arrival at the airport.
He was released after a week, but several government officials requested him to leave Iran. His insistence on reclaiming his family assets led to a power struggle between security agencies and influential clerics in Gorgan, including Kazem Nourmofidi. The security forces promised to return his assets in exchange for intelligence cooperation, while Kazem Nourmofidi offered proposals that would allow him to regain his properties.
Seeing the situation, Farzin attempted to leave the country but was again arrested at Mehrabad Airport. He was held for a month in a safe house in northern Tehran before being released and given 48 hours to leave Iran. Instead of leaving, he went to Gorgan, where he was murdered on the night of 22 October 1996 at his grandmother's house on Bahman Street in the Gorganpars neighbourhood. His niece, Shabnam Hosseini, who was with him by chance that night, was also killed. At the time of the murder, Farzin Maqsoudlou was 48 years old, and his niece was 21 years old.
During his journey from Tehran to Gorgan, Farzin recorded a tape detailing his experiences, which, along with other documents, was seized by security forces on the night of the murder. The lawyer for the victims' families stated that parts of this tape, related to the actions of Mostafa Kazemi during Farzin's detention in the safe house, were played in court. The lawyer described the contents as "shameful, inhuman, and shocking."
The Hamshahri newspaper, in its 12 February 2000 issue, linked the murders of these two individuals to Saeed Emami's group and the chain murders.
