به گزارش حقوق بشر در ایران به نقل از کمپین فعالین بلوچ، روز چهارشنبه ۱۷ اردیبهشت ماه ۱۴۰۴، مولانا فضل الرحمن کوهی، شهروند اهل سنت، زندانی عقیدتی، امام جمعه و مدیر انوارالحرمین پشامگ، پس از اتمام دوران مرخصی، برای تحمل ادامه حبس تعزیری خود به زندان وکیل آباد مشهد، بازگشت.
براساس این گزارش، بازگشت مولانا فضل الرحمن کوهی به زندان وکیل آباد شهر مشهد۷ در پی اتمام دوران مرخصی اعطا شده به این شهروند اهل سنت صورت گرفته است.
مولانا فضل الرحمن کوهی، در تاریخ ۶ اردیبهشت ماه ۱۴۰۴، پس از طی مراحل تودیع وثیقه از زندان وکیل آباد مشهد برای مدتی به مرخصی اعزام شده بود.
لازم به اشاره است، فضل الرحمن کوهی، پیش از این هم در تابستان ۱۳۹۹، توسط دادگاه انقلاب مشهد با اتهام «اقدام علیه امنیت ملی» و «فعالیت تبلیغی علیه نظام»، محاکمه و در تاریخ ۹ مهر ماه ۱۳۹۹، در مجموع به تحمل ۶ سال و ۴ ماه حبس تعزیری محکوم و دوران حبس تعزیری خود را در زندان وکیل آباد مشهد سپری می کرد و در تابستان ۱۴۰۲، پس از تحمل بخشی از حبس لازم به اجرای خود بطور مشروط آزاد شد اما در تاریخ ۳۰ مهر ماه ۱۴۰۲، توسط ماموران امنیتی، دستگیر و به شهر مشهد مرکز استان خراسان رضوی، منتقل شد.
همچنین، در تاریخ ۷ آذر ماه ۱۳۹۸، فضل الرحمن کوهی، پس از احضار به دادگاه روحانیت مشهد، بازداشت شد و بسیاری از شهروندان ساکن استان سیستان و بلوچستان در اعتراض به پرونده سازی و بازداشت این فعال مذهبی اهل سنت با برگزاری تجمعات اعتراضی نارضایتی خود را از پرونده سازی بر علیه مولانا فضل الرحمن کوهی ابراز کردند و ارگانهای امنیتی با احضار و تهدید عبیدالله شیروزهی، شهروند ساکن شهرستان سرباز و داماد و برادرزاده مولوی فضل الرحمن کوهی، در تاریخ ۱۴ آذر ماه ۱۳۹۸، به اداره اطلاعات شهرستان راسک آنها را به اتهام تحریک شهروندان به برگزاری تجمع اعتراضی باهدف اعتراض به بازداشت این روحانی اهل سنت، مورد بازجوئی و تهدید قرار دادند.
با آغاز مراحل دادرسی، فضل الرحمن کوهی، توسط قاضی شعبه دادگاه ویژه روحانیت مشهد، محاکمه و از بابت اتهام «اقدام علیه امنیت ملی» به تحمل ۵ سال حبس تعزیری توام با تبعید به زندان شهرکرد مرکز استان چهار محال و بختیاری، محکوم شده بود.
