According to reports, Khazar Shomal Rasoul Morvat and Sirvan Shavaleh, two residents of Mahabad, were arrested by security forces in the city late on 6 Aban 1404 and in the early hours of 7 Aban 1404. These arrests followed a raid by security forces on their homes in Mahabad.

Khazar Shomal Rasoul Morvat had previously been arrested by security forces in Mordad 1378. After interrogation and investigation, he was sentenced to three years of imprisonment and five years of suspended imprisonment. He was conditionally released from prison after serving two years of his sentence.

Additionally, Khazar Shomal Rasoul Morvat was arrested on 8 Esfand 1391 for participating in a gathering in support of Shinabad students in front of the Mahabad Department of Education. He was interrogated for three months in the detention centres of the Mahabad and Urmia Intelligence Departments. In Mehr 1392, he was sentenced to five years of imprisonment on charges of "acting against national security," a sentence that was upheld by the West Azerbaijan Provincial Court of Appeal on 27 Azar 1392. He was transferred to Urmia Central Prison on 17 Esfand 1392 and returned to Mahabad Prison in Farvardin 1393, but was exiled to Miandoab Prison on 21 Shahrivar 1395.
