فرهاد قمری، شهروند کرد، در تاریخ ۱۸ شهریور ۱۴۰۳ در شهر دیواندره استان کردستان توسط نیروهای امنیتی بازداشت و به بازداشتگاه اداره اطلاعات سنندج منتقل شد. گزارش شده است که بازداشت وی بدون ارائه حکم قضایی انجام شده و در زمان بازداشت از حق دسترسی به وکیل و ملاقات با خانواده محروم بوده است. در اواسط مهر، فرهاد قمری از بازداشتگاه اداره اطلاعات سنندج به زندان این شهر منتقل شد و در تاریخ ۱۷ مهر با قرار وثیقه یک میلیارد تومانی به صورت موقت آزاد شد.
