Hedayee was raised in a political family. In 1975, he entered Tehran University. At the same time as the 1978 revolution, he joined the Peykar organization for the Liberation of the Working Class and became a very active member of this organization. He was a central member of the student organization and, before his arrest, a member of the advisory board of the organization.
On February 13, 1981, he was arrested at their home in Tehran with his wife, Masoud Jigarei, a veteran leader of the Peykar.
Manijeh had been severely tortured. Two months after his arrest, when the prisoners saw him in Evin Husseiniyeh, his legs were bandaged and he was walking with a limp.
