هاشم خواستار، معلم سابق دبیرستان فنی کشاورزی در مشهد و مهندس کشاورزی است. او همچنین رئیس اتحادیه معلمان مشهد می باشد. خواستار به دلیل دفاع از حقوق معلمان و شرکت در تجمعات اعتراضی، چندین بار بازداشت شده است. او از سال 2009 تا 2011 در زندان وکیل آباد مشهد زندانی بود. خواستار به دلیل انتقاد از رهبری جمهوری اسلامی و نسبت دادن فساد و مشکلات به رهبری و درخواست پاسخگویی شناخته شده است. با وجود تهدیدهای وزارت اطلاعات، او به فعالیت های خود ادامه داد. در 23 مهر 1397، خواستار در مشهد ناپدید شد و توسط وزارت اطلاعات جمهوری اسلامی در یک بیمارستان روانی بازداشت شد. او چند ساعت پس از بازداشت در 14 آبان 1397 آزاد شد.

Hashem Khastar is a former teacher at the Agriculture Technical High School in Mashhad, northeastern Iran, and an agricultural engineer. He is also the Head of the Mashhad Teachers Union. Khastar has been detained multiple times for defending teachers' rights and participating in protest rallies. He served a prison term from 2009 to 2011 in Vakilabad Prison in Mashhad. He has been known for his criticism of the leadership of the Islamic Republic, attributing corruption and problems to the leadership and calling for accountability. Despite threats from the Ministry of Intelligence, he continued his activities. On 23 October 2018, Khastar disappeared in Mashhad and was detained by the Islamic Republic's Intelligence Ministry at a psychiatric hospital. He was released a few hours after being taken into custody on 5 November 2018.
