On Thursday, August 14, 2025, Behzad Panahi, a security prisoner held in Hall 12, Ward 7 of Evin Prison, is serving his sentence while being deprived of basic prisoner rights and has been on a hunger strike since August 13, 2025. He states that there is no ventilation, cooling, or heating, and no possibility for free breathing. This account from one of the most emblematic prisons of the Islamic Republic presents a horrifying image of the regime's disregard for its domestic laws and international commitments.
This security prisoner, in a letter addressed to Hedayat Farzadi, the head of Evin Prison, published by the website Emtedad, described his situation: "Respectfully, I, Behzad Panahi, have been in prison for nearly two years on charges of security collaboration with the Indian security service! In protest against the 'unsatisfactory condition of imprisoned inmates' in Hall 12, Ward 7, known as the Evin Dungeon, I have started and announced my hunger strike."
He further elaborated in his open letter: "My demands, which will sustain the strike until they are met, are as follows:
1– Transfer all inmates in Hall 12, Ward 7 to a location that has at least the basic vital and human facilities required for prisoners.
2– The right to breathe in the above-mentioned dungeon 24 hours a day. This can only be achieved if the hall's patio, which Mr. Mahmoudi stubbornly insists on closing, remains open.
3– Repair the ventilation system and provide cooling and heating for the rooms within 48 hours, a promise made during the visit by the head of Tehran Province Prisons. A promise that has not been fulfilled to this moment, and despite this problem, prison officials insist on blocking the only way for air exchange in the prison. Undoubtedly, raising these demands is never meant to confirm the charges of the aforementioned prisoners; however, you are in no position other than addressing and resolving the ongoing issues of the prisoners."
Behzad Panahi was arrested in 2024 on charges of "collaborating with the Indian security service" and, after undergoing interrogation and being informed of the charges, was sentenced to imprisonment by one of the branches of the Tehran Revolutionary Court.

به گزارش حقوق بشر در ایران، امروز پنجشنبه ۲۳ مرداد ماه ۱۴۰۴، بهزاد پناهی، زندانی امنیتی، محبوس در سالن ۱۲ اندرزگاه ۷ زندان اوین، در حالی دوران حبس تعزیری خود را سپری می کند که از حقوق اولیه یک زندانی، محروم و از تاریخ ۲۲ مرداد ماه ۱۴۰۴ در اعتصاب غذای اعتراض بسر می برد. او می گوید نه تهویه ای وجود دارد، نه سرمایش و گرمایش، نه امکان تنفس آزادانه. این روایت از داخل یکی از نمادین ترین زندان های جمهوری اسلامی، تصویری هولناک از بی توجهی نظام به قوانین داخلی و تعهدات بین المللی اش ارائه می دهد.
این زندانی امنیتی، با انتشار نامه ای خطاب به هدایت فرزادی ـ رئیس زندان اوین که توسط وبسایت امتداد متتشر شده در تشریح وضعیت خود اعلام کرد:”احتراماً اینجانب بهزاد پناهی قریب به ۲ سال است به اتهام امنیتی همکاری با سرویس امنیتی هندوستان! در زندان به سر می برم. در اعتراض به «وضعیت نامطلوب زندانیان محبوس» در سالن ۱۲ بند ۷ که تحت نام سیاه چال اوین معروف است، اعتصاب غذای خود را آغاز و اعلام می کنم.”
وی در ادامه نامه سرگشاده خود تشریح کرد:”مطالبات بنده که تا زمان حصول نتیجه موجب تداوم اعتصاب خواهد شد، بدین شرح است:
۱– انتقال کلیه محبوسین در سالن ۱۲ بند ۷ به محلی که واجد حداقل امکانات حیاتی و انسانی مورد نیاز محبوسین باشد.
۲– حق برخورداری از امکان تنفس در سیاه چال فوق به صورت ۲۴ ساعته باشد. این مهم تنها در صورت بازماندن پاسیوی سالن که آقای محمودی به شکل لجوجانه ای اصرار به بستن آن دارد میسر خواهد شد.
۳– تعمیر سیستم تهویه و تامین سرمایش و گرمایش اتاق ها ظرف مدت ۴۸ ساعت وعده ای بوده است که در طی بازدید رئیس کل زندان های استان تهران داده شده بود. وعده ای که نه تنها تا این لحظه محقق نگردیده است، بلکه عوامل زندان علی رغم وجود چنین مشکلی اصرار بر انسداد تنها راه تبادل هوا در زندان را نیز دارند. بی تردید طرح این دسته مطالبات هرگز به منزله تایید موارد اتهامی محبوسین فوق الذکر نبوده و نیست، لیکن جناب عالی در جایگاهی جز رسیدگی و رفع امور جاری زندانیان قرار نداشته و ندارید.”
بهزاد پناهی، در سال ۱۴۰۳ به اتهام «همکاری با سرویس امنیتی هندوستان» دستگیر و پس از طی مراحل بازجویی ها و تفهیم اتهام، توسط یکی از شعبه دادگاه انقلاب تهران، به تحمل حبس تعزیری محکوم شده است.
